TEEX-certified Incident Management Team – Incident Controller training for personnel responsible for managing major emergencies, applying Incident Command System principles, operating within an Emergency Command Centre, and leading IMT scenario responses.
Overview
Incident Management Team – Incident Controller is a Texas A&M Engineering Extension Service (TEEX) certified course designed for personnel who are part of an Incident Management Team (IMT) and for those who may be required to fill the Incident Controller role during an emergency incident.
The course is based on the principles of the Incident Command System (ICS) and provides delegates with formal training in the strategy, tactics, command and control, communications, coordination, and information management elements used in the management of major emergencies.
The Incident Controller is supported by the Incident Management Team. This course is also suitable for personnel who form part of the IMT and may be expected to take over the Incident Controller role in the event of absence or sickness, including Operations Officers, Planning Officers, and Logistics Officers.
The programme also supports personnel undertaking a training and competence pathway to progress into the Incident Controller role.

Course Delivery
The course is delivered over 3 days at PT Samson Tiara, the Managed Emergency Response Service Centre, a purpose-built Emergency Command Centre (ECC), or at the client’s own facility. The course can be tailored to the client’s operations, company emergency response procedures, and Incident Action Plans.
Training is initially delivered in a classroom environment and includes interactive theory, table-top discussions, practical role-play scenarios, post-exercise debriefs, and formal feedback on individual and team performance.
The course is normally run for a total of 10 delegates, with nominated Incident Controller delegates formally appraised.
Learning Objectives
Upon successful completion of the course, delegates acting in the role of Incident Controller should be able to:
- Recall the key elements of major emergency management.
- Recognise different levels of incidents and their key factors.
- Understand the duties and responsibilities of IMT members.
- Understand Emergency Command Centre facilities and information management requirements.
- Support pre-planning and maintain a state of readiness.
- Establish and maintain communications with internal and external agencies.
- Assess an emergency situation and take effective action.
- Maintain effective communication during emergency response activities.
- Delegate authority to act within the Incident Management Team.
- Manage individual and team performance during an emergency response.
- Apply predetermined emergency plans from activation through to deactivation or stand down.

Scenario Simulations and Appraisal
Delegates will participate in a minimum of two scenario simulations as part of the Incident Management Team. Each delegate nominated for the Incident Controller role will conduct at least one scenario in which their performance as Incident Controller is formally appraised.
Appraisal is conducted through direct observation of performance during scenario simulations. Post-exercise debriefs and critique sessions are used to provide formal, documented feedback on the strengths and areas for improvement of both individual and team performance.
Prerequisites
Delegates nominated for Incident Management Team – Incident Controller training should have a sound background in supporting site emergency management and response. This may be demonstrated through professional experience in a relevant role or through a good understanding of company expectations for emergency response.
Course Validity and Refresher Requirements
Personnel must requalify and attend refresher training if they leave the organisation they were with when they last qualified and transfer to another organisation where they will be part of the Emergency Response Structure and Level 2/3 Incident Response Organisation within the Incident Management Team in the Incident Controller role.
Once qualified, personnel are not required to refresh or requalify if they remain with the same organisation. However, it is expected that qualified personnel continue to participate in drills, exercises, or mobilisation activities at least annually and continue to act in the Incident Controller or Duty Manager role.
Refresher training covers Module 2 content only.
Certificate
Delegates who successfully complete the course and meet the required performance standards will receive:

- Texas A&M Engineering Extension Service (TEEX) Incident Management Team – Incident Controller certificate.
- Laminated wallet course qualification card.
